Kestrel K1 is a PSP-inspired, storage-first, mobile-class concept — not a PC-class handheld. The ROG Xbox Ally X is the current best-overall PC-class handheld and a useful upper bound: it shows what a full Windows/Steam-compatible device costs to build and sell, so the ~4.4× BOM gap to Kestrel K1 (§03) can be read as "different tier," not "Kestrel's numbers are unrealistic."
